Robert and I had an excellent dialogue on August 15th on Revolution radio and we will post that on foundations of mind. Because we cannot meet in person we will use radio this discussion group and the internet for the summer school. In the meantime here is an extended discussion in order to clear the ground.


The context in which this summer school takes place could hardly be more extreme. For the first time since the Second World War appeals to freedom of conscience freedom of assembly and freedom of expression in the West have been trumped by what is in effect dictatorship. Up to this year it was inconceivable to anybody born after 1930 that arguments appealing to these freedoms would ever fail. The countries comprising the axis powers never showed any sign of slipping back into dictatorship after 1945 . Varnishingly little of ex Soviet Union is a dictatorship. But fail they have. 


So we need something else. What is it? The question is relevant to this course because

Our freedoms were taken away from us in the name of science. The science in question was almost entirely bogus. Moreover the main protagonists including officials from the world Health Organisation did not hesitate to condemn humanity as a "parasite on the Earth" whose numbers should be reduced with the help of Vaccines. Bill Gates first said this publicly as far back as 2010 and made efforts since then to be elected into the board of the w h o as a country!


And the people lined up in billions to get these so-called Vaccines. They did so while publicly available published data showed The Vaccines were not authorised did not work well and were in fact dangerous. In fact they were not Vaccines because they did not stop transmission. More state published information revealed that the PCR test which was at the core of removing all our basic freedoms was never authorised and was never designed to detect SARS cov 2. It should not surprise us now that the Pfizer vaccine according to the cdc's own criteria should never have received emergency authorisation because it did not work 50% better than a placebo. As our summer school starts it seems likely that this vaccine about which the former chief Scientist of Pfizer has said it deliberately targets the ovaries through its use of micro lipids is about to receive full authorisation.


Obviously most of these problems are beyond the remit of this course. What is not beyond the remit of this course is the clear attempt to contaminate nervous systems with graphene in order eventually to facilitate state and other authorities sending signals directly to the brain. In a sense the summer school is about the late great human brain!


But let's get back to to the fact that arguments about freedom of assembly conscience and expression are now routinely being trampled on. If you assemble they send out riot police. Eminent scientists working from crises of conscience and expressing themselves against the so-called pandemic are now routinely fired. Not just that but they are banned from the so-called social networks and have to go underground. Again for boomers and even pre boomers this would have been science-fiction in 2019.


We ask you to consider whether to use a classic English expression the worm has not turned. To use a less stately one we will not be able to put Humpty back together again. What we may have to do is to return to the original crisis of western society around the time of the Invention of the printing press which  begot protestantism.


Because much of the articulate and organised resistance has come not from the Academy and other inteligentsia but from religious sources. There are those who consider their bodies the Temples of the Holy Spirit and the cosmos to be the Mystical body of Christ. That of course can be translated into the terms of Islam and other religions. Nevertheless there are many of us for who this will not be sufficient.


In this Short Introduction to the summer school we are going to ask you to consider an alternative. We will start from this question about sources of authority deriving from ultimate reality. We will then Delve into the reparse of nature which foundations of mind has pursued for close to a decade. The final section dealing with how we treat mind and world consciousness attention is likely to be of even greater interest to many.


Ultimate reality is usually thought of in terms of an absolute which is the source of being and which typically has been called god. From the time of copernicus cosmology and cosmogony differed according to whether God was involved or not. In the church cosmogony made reference to the Book of Genesis and cosmology referred to planets and stars including the sun orbiting the Earth. The copernican Revolution changed that cosmology irrevocably.


The first radical statement of the summer school is that it was at that point that god was dead. Biblical cosmology and cosmogony were now simply fairy tales divorced from the business of real life. Even the religious Wars of early modernity were a Sideshow compared to the carnage caused by the totalitarian systems of the 19th century which presaged current clashes of civilization between traditional liberal democracy extreme financialised inequality and most recently communism with Chinese characteristics has indeed become a world player.


Whenever anybody came forward with cogent arguments about the fact that freedoms of assembly and speech were normative he was shouted down immediately with appeals to science. It was pointed out that there were articles in peer reviewed scientific journals proving him not just wrong but an enemy of the people. By August 2021 it has become clear that most if not all of these articles were completely bogus and several have had to be retracted. 


The solution here is very simple which is to impose a model of openscience with all articles and peer review published with names of the reviewers and it is remarkable that States have not done this a long time ago by facing down the lucrative scientific publishing industry.


But the fundamental issue is that of authority. As soon as protestantism appeared the Catholic church was fatally wounded in its later fights against Marxism and nazism. Kukai is unusual among Buddhist monks in that he wrote a manual about how to seduce young postulants but the Catholic Church has terminally discredited itself by institutionalizing sexual abuse of Minors on an industrial scale. We cannot look there.


In fact there is no source of authority that we can appeal to. The plutocrats who seem to be behind the new totalitarianism clearly anticipated arguments on the basis of Reason and enlightenment freedoms and had hired an army of so-called fact checkers to discredit anybody who used these arguments. The prediction by Billy Gates that things do not get back to normal until essentially all 8 billion of us are so or vaccinated seems to be less brilliant prophecy than inside information.


So what do we know about the absolute from current science and can we turn that into a set of moral obligations? We know that there exists a substrate which is is beyond subject and object evolving noetic of massive energy at low entropy addicted to the edge of Chaos and knows itself through us. If we want to bring god back to life  we must start here whether we consider this ultimate substrate as identical with the wave function of the cosmos or not. 


Legitimately however we can Project the terms of scholastic philosophy and theology onto the substrate and say that it is absolute the ground of being eternal ubiquitous and much else.We can continue and say that this initial substrate as classical physics has chaotic dynamics shows a tendency to order through resonance is constrained in fascinating ways by laws on the evolution of dynamical systems and much else. These constraints we can continue manifest themselves in constraints on types of chemical bonds in chemistry and eventually syntax in language and other semiotic systems. 


The addiction to the edge of Chaos results in systems like are planetary biosphere where quantities like the the amount of Nitrogen are vastly out of line with what one would predict and this allows our existence. Although we are of course disastrously affecting our biosphere we fortunately have not been able to change other phenomena giving rise to existence like the incredibly small value of dark energy.



Note we have not yet made any religious moves. The initial substrate that constitutes the absolute manifests itself at the quantum level than at the classical level and finally in Biology culminating in US. If we are to make a religious move the first is to suggest that we can sense this encompassing search of being through acts of worship. This will be too much for many people who have been brought up in an explicitly secular context. Unfortunately the arguments to reason and freedom we learned to formulate in these contexts have proven inadequate. Even if covid-19 is not sufficient for dictatorship covid 25 may be.


So let's keep experimenting shall we? When we accept an emanationist system what does our science look like? Well the predictions it produces are exactly the same which is just as well because otherwise it would be simply useless. But we have a new emphasis on Fields on transition of hierarchies on purpose in biology and on tools that help us handle these Concepts like symmetry breaking synergetics with  control and Order parameters and much else.


So the Natural World is seen as the result of an absolute which emanates from a single point in time and space to culminate in us. This is a scientific and not a religious view. It is a scientific view which takes account of levels of being and is closer to the facts because we must insist on on new concepts of causality in biology or otherwise biology will continue to work as badly as it currently does.


The first step in a religious view as noted is to say that the encompassing source of being can be apprehended in in movements of body soul and spirit that we call prayer. The second Step is to say that this emanation which culminates in US is an act of will for the absolute to know itself. God tries just as we do. That puts us in the terribly responsible position of having to care for ourselves others and and the cosmos through the biosphere that we have. Now we have become religious outsiders in the society but look we have god each other and better science! And unlike those who who took the injections our immune systems actually work!


So onward to mind Science and Society in the Fourth foundations of mind summer school. What we're going to do is to look at how we handle concepts of mind and world attention consciousness awareness and in particular the relationship to quantum mechanics. As the plutocrats attempt to turn us all into cyborgs with graphene which will facilitate neural firing and fulfill the national science Foundation plan enunciated in 2015 of controlling us remotely let's look at why this is a bull in the China shop which is the human brain.


The first task that the brain must do is to to handle the blooming buzzing mass of confusion which is the sensory plenum around us. The mechanisms to do this we argue are Fourier and Gabor analysis. So at an individual neural level there are what are termed subthreshold oscillations. These do not cause the Neurons to fire.


 In fact when they produced a full wiring diagram for a nematode called c elegans in the 1980s it took another 30 years for them to find a single neurone that actually fired and did something! Real neurones can be modelled by a mechanism as simple as a pendulum or what physicists prefer to call a harmonic oscillator. Now we come to the really clever bit. If these neurones are allowed change the delay of the signals they get from other neurons then they can do a fourier analysis. In recent years it has become clear this is neurophysiologically possible.


So far we have been able to take the blooming buzzing confusion and transform that by this analysis into a range of frequencies the brain can deal with. We must now refer this to to all the memories the brain has. These are not some kind of static data structure. They are rather a landscape of what are called attractor surfaces where each surface might correspond to a specific action rather than a specific stimulus. So if you see a green light you go but if you see a green sofa you sit on it. 


This meaning for the organism is encoded by amplitude modulation of a carrier wave which is created by chaotic dynamics in the brain. So this mechanism involving a carrier wave is rather like saying that 103 on the medium wave dial you can find the show you are looking for which means the carrier is 103 but the signal is going to be the speech and music that you hear.


When you select the attractor surface there is an Avalanche of activity in the brain. Eventually after this processing which is immensely complex and involves almost certainly bose Einstein condensates the result is transmitted to cortex. At this point the initial sensory signal is completely lost and all that exists is the meaning for the organism.


What is consciousness ? There is a consensus that it seems to be related to  synchronised oscillation over at least one Hemisphere at a frequency between 40 and 80 Hz called gamma. It is more likely to be attention that has quantum implications. Streams of processing in the brain that are attended to to suppress other such streams that are not being attended to. They also change the statistics of the information for example by suppressing correlation of fluctuations.


And that is the start of the summer school and what we are hoping to explore. We are a long way from traditional models of the neuron by which the new plutocrats hope to control us with with neural firing. Our brains are way too complicated for that. In the coming week we will go back and forth about how to interrelate the radio show this discussion group and the internet and please send me your suggestions. Foundations of mind 5: The new AI scare


In terms of downloads (150k per year), annual page views (27 million +) and peer-reviewed papers ( over 100 in its first 3 years from March 2014 to March 2017), Foundations of mind (http://foundationsofmind.org/) is now the world’s leading science of mind research group. While centered on cognitive science, it has featured many papers on the quantum mechanics view of mind, the foundations of physics and biology, and indeed ecology and health as manifestations of mind.

Its most recent proceedings volume published in March 2017 received a total of 4,333 downloads in its first month, with the top papers receiving 750+, about what  ACM papers typically take 25 years to achieve. Please note we are secular, and totally independent; we have never taken corporate or state money, nor have we gamed the system as others do by asking our students to link to or download our work.

Nov 3: The new AI scare

AI systems will keep us as pets. Massive unemployment as computers learn to drive cars, translate accurately,  stock shelves, and much else. Silicon-based life forms reflecting on the brief carbon-based intelligence era before the singularity.

All of these themes are rampant in the second decade of the 21st century. Yet they do not reveal the full story. The “pets” idea, repeated ad nauseam by Elon Musk, is an echo of Marvin Minsky a generation ago. It is a safe bet that no, you will not be ordering a driverless taxi to take you to a random destination you specify anytime before 2022. The much-vaunted successes of Deep Thought  are due to a venerable algorithm called stochastic gradient descent, which now converges to a solution because computers are about 100 million times faster than they were during the last AI scare of the 1980’s and almost infinitely faster than during Minsky’s abortive 1950’s scare.

This session invites papers on what computers, even now, can’t do and above all why that is the case. It encourages participants to speculate on aspects of the architecture of the cortex that allows a 20 Watt “computer” (that would be the thing  under your skull) to outperform machines with Terahertz speed and petabyte memory. It invites papers on quantum computation as a natural outcome of human cognition and noesis. It also welcomes those who in turn wish to usher in the new post-singularity era. After all, the phrase and concept originally derive from Johnny von Neumann, the founder of many aspects of computing as well as quantum mechanics.

Above all, we invite recapitulation of the themes broached in Penrose’s masterpiece about the relationship between consciousness and computability. His viewpoint fused elements from the theory of computability (partially recursive functions), non-determinism, tiling theory and phenomenology. The relationship with formal language theory was not explored, nor was an explicit engagement with the fact that all observer-dependent measurement in QM involves the  infinite. The re-assertion of human noesis may pave the way for that of human dignity.

Specifically, we invite papers on the following themes;

  1. Machine Translation (MT). Computers have been getting MT almost right since the 1950’s. attendees are asked to consider two dilemmas; that checking  a translation is at least as time-consuming as producing one, and that 99.9% correct is not good enough even for an academic textbook.
  2. Kill Chain; use of AI systems in the “Kill Chain” in  combat is burgeoning. Yet it is being done in the face of objections like military strategists Rivollo and van Riper, who insist on precise targeting and reading of the enemy’s psychology.
  3. Neglected research: the apparent magic wrought by the likes of Sutskever at Google has meant that linguistics research into issues like speech-acts and conversational implicatures is being elided? The inappropriate use of the word “neural” as a modifier for convolutional nets has led to neuroscience reverting to its 1940’s archetype with invasive fiddling around under the hood again the method de jour?
  4. Language was famously promoted as the royal road to the infinite by the symbolists. What is the relation between their “semantic transcendentalism” and the role of infinite quantities in quantum mechanics? What does this mean for AI?
  5. Finally, we invite papers that explore the fact that ordering on a  smartphone has met that both AirBnB and Uber were somehow exempt from normal regulations for accommodation and transport. Could this AI scare be a way of persuading us that resistance is futile in our Taskrabbit dystopia? Papers also  are welcome that explain that it is in fact a Utopia. Or is it arguable that the successes of Google, Facbook et al are largely based on truly cosmic levels of copyright violation, and that states should administer many of their functions under the rubric of public libraries (and indeed e-mail systems)

Papers also are invited on the classic foundations of mind themes; the formal  inadequacy of received accounts of mind and brain (leading to $6 billion being spent by the NIH in 25 years on brain imaging without a single therapy emerging); the foundations of biology; the observer in physics; quantum mind..

FOM5 first call for participation A Western Way; or, When the Foundations of Mind meets the Ground of Being SF Bay area, California Fall 2017

Since its foundation in 2014, Foundations of Mind (FOM) has initiated a reparse of nature based on the following principles;
1. It must be consistent with best practice in science and society;
2. It must take account of ontological differences, for example between the physical and biological;
3. Neuroscience, it is self-evident, cannot be simpler than the math reasoning that comprises our physical theories of the world;
4. In like vein, consciousness studies cannot be simpler than our total experience of reality
We were lead to certain radical conclusions; for example, causal explanation must vary in nature between the physical and biological. Theories of the brain must become several orders of magnitude more complex in order to work. Our late member, Walter J Freeman, demonstrated that the initial sensory stimulus has been lost by the time the input is processed in the cortex and most experience is what he terms “solipsistic”.
Thus, to create a “science” of consciousness, we need a formalism that distinguishes mere solipsistic “awakeness” from moments in which experience is authentic. It seems to be the case that the game could not be bigger; it is as if we have been compelled to view consciousness as nothing less that the absolute becoming manifest in us.
If that is the case, we can distinguish such moments from our normal alienated, indeed subaltern experience. We can invoke quantum physics to argue that the noetic products of such moments have permanent effects on reality. Indeed, we can claim charter from 20th century physics to argue that human beings are indeed part of a thing-less, entangled, noetic reality that the best minds of the 21st century will spend their careers trying to understand.
A generation after the “end of history,” Western civilization faces twin threats. The first, epitomized by the Bataclan attack, is that from radical Islamic terrorism, the latest unpleasantness from the God of Abraham. This is a fundamentalism that wishes to roll back the victory of Charles Martel at Tours and finally conquer Europe. Indeed, for French writers like Eric Zemmour, disapproval of such attacks by mainstream Islam is because they are premature, and risk the longterm project of taking over by stealth and force of numbers. As Zemmour puts it, one refugee is a guest, to be welcomed, but a million is an invasion, to be repelled.
The second threat is the decay of values that has turned neoliberalism, best thought of as a fringe economic theory, into a totalizing force. The response by the western academy to both these threats has been at best feeble. At worst, the relativism that has become dogmatic there would insist that the impetus within Islam to turn back the clock on the rights of speech, thought, assembly, property and reproduction that epitomize the greatness of western culture is to be valued as simply another perspective in a multicultural society.
For all its arrogance, modern science is as timid about its ultimate quarry as modern politics is about its purpose. Instead of pursuing the ground of Being, an encompassing realization that will inform each act of consciousness before its birth,
science focuses on a reductive third-person instrumental description. This makes it vulnerable on the one hand to the Semitic realization of the Abrahamic god, and on the other to the instrumentalization continued to the point that economics does a claim-jump into politics, to neoliberalism as effectively a religion.
The success of Western science in instrumentalizing nature has led to a paradox; the fact that normative disciplines like morality cannot pass muster in a scientistic worldview may lead in coldly logical steps to concession to claims on truth arising from irrationality. Instead of an articulate response to these twin threats, attacks on believers from a scientistic perspective and refuge in a trivially incorrect version of psychologism have become the norm.
Of course the Church was assiduous in wiping out all traces of native religions in Europe. Since then, the nearest the West has come to a totalizing worldview attested by a “religious” personal conversion is Marxist utopian socialism. While its roots are in emanationist thought that can be traced from Plato’s Timaeus through Eriugena to Hegel, it is ultimately a theory of consciousness. Geist/spirit manifests itself in physical reality and human societies and we are seduced by false consciousness until we realize within ourselves the paramount reality that is class struggle and the unreality of Geist itself in a material cosmos.
Timothy Leary, before he became a byword, made what is for us a very essential point; since the contents of our consciousness involve ever more amplified political narratives, the beginning of enlightenment is to find a way to “drop out” from this veil of Maya. His later solution–the wise use of the internet–is also laudable. For the moment, it perhaps suffices to argue that Marxist “false consciousness” is as useful a toll to explore the contents of our psyche than anything from a “spiritual” tradition.
Yet Marxism is of course, in Koestler’s felicitous phrase, “The God that failed,” perhaps due to its roots in the apocalyptic/historicist vision of the book of Daniel. Moreover, in practice it sought to roll back exactly those rights of rights of speech, thought, assembly, property and reproduction that western society clawed away from the Abrahamic god as manifest in the Church. This conference asks whether we can now do better.
Yet the failure of current neuroscience to generate a theory of brain process even remotely powerful enough to explain how we speak, let alone do physics, surely gives pause. From quantum mechanics (QM) and post QM, we are converging on the idea that, for the conscious observer to function, there must be in some ineluctable sense contact with the infinite. That goes even for the most hard-boiled of skeptics like Feynman. Surely there is space here for the cosmic to become manifest in the quotidian, the core of any religious movement.
Perhaps we are close to the endgame in how 21st century consciousness studies will evolve. We as humans are intentional symbolic systems; the only ones we know in the cosmos. Thinkers like Pradhan, argue that ultimate reality is Uroboros, beyond subject and object. His use of Hilbert space is perhaps a limit case of the PQM Sarfatti/Bohm/Hiley model.
Indeed, perhaps a conscious moment is when Uroboros knows itself through an obscure primate on a small planet. Thus, the pilot wave does not have qualia; these manifest in the interaction. Both the Pradhan and Sarfatti/Bohm/Hiley models involve connection to a transcendent and ubiquitous Reality; that is essential to QM, and used even by the most hard- nosed in their versions of QM.
As a religion, then, we can perhaps hold as sacred human action that connects us to the infinite and promote praxis that implements this connection. The goal of human life is to act as a vehicle for the Absolute to know itself and be through us in our individual unique existence--and the goal of the human psyche is to act as a vehicle for knowing Absolute Being in our individual unique existence. Part of the authority of religion springs from its magisterium that delimits a necessary profane/secular part of human existence along with the sacred, which normally requires a premises.
We can add to this core the ideas of code, community, and–above all–the sense that religion is above all Immanuel, assertion of the sacred in our experience. This holds whether the religion is secular, like Marxism; atheistic, like some schools of Buddhism, or the religion of the West that is only in the face of twin threats daring to speak its name, the assertion of our freedoms as sacred. Therefore, this conference proposes to debate what we should hold sacred, and how the infinite is realized for us.

Reparsing Nature:  Science as if Being Mattered

This conference explores the issue of whether a “Being first!” approach will not yield a better, more veridical science. It asks the attendees to consider whether there are not different types of causal explanation at each level of nature including occasionally none at the quantum level, teleology in biology, and that nexus we invoke to explain each other termed “folk psychology” at the intentional/intersubjective level. While we began our project with the insight that reduction of mind to current theories of psychology has always been what Frege dubbed “psychologism,” we now extend the argument.

 In particular, we argue that $ billions are being lost in inefficient, often unethical “science” research whose lack of attention to ontology makes it doomed to failure. The premature  application of this to human affairs, be it drugs that do not take account of the intricate interplay of genes and metabolism, meditation “techniques” that do not take account of 21st century Being-in-the-word, or simplistic accounts of how politics are processed in the brain, are engineered for failure. Conversely, appropriate use of robust dynamical systems techniques have already proven insightful and low-cost in neuroscience and elsewhere; constraining the search space by using syntax is already being used in genomics; homoiconic programming languages model DNA well; and so on

While its mythic poverty IS necessarily an ultimate constraint on science,as distinct from the equally valid exploration of reality in the arts,  much can be done to improve science education and research. As things stand, physicists search for a theory of everything that
makes other sciences redundant, Cognitivists implore us to couch our theories in the cognitive schemata they see as fundamental; neuroscientists up the ante on greedy reductionism by asserting the primacy of their findings - be they genetic, algorithmic or chaotic - over all other Sciences.

Several alternatives are also gaining traction. One, that of non-dualism, refuses to budge from the Inalienable fact of the primacy of conscious experience. Another, that of class warfare, surely due a comeback as the 2016 Democratic race shows, argues for the bourgeois nature of such speculation. Finally, an eschatological attempt to roll science, society, and culture into One Magisterium/Caliphate  now brutally occupies vast swathes of the Middle East.

This Conference is a search for alternatives. The premise underpinning this conference, a premise with which participants should feel free to disagree, is that once one has moved beyond solipsism/non-dualism,there now exists the possibility of a dramatic reparse of nature. Papers are invited which address these and other themes;

1.         Theories of everything (TOEs); in what sense would a set of equations comprehensible only to an extreme minority comprise a TOE to be taught as Hawking recommends to schoolchildren?

2.         Information; is the quantum information described by Bousso the same thing/process as Susskind’s “entropy”, information in Shannon, the deus ex machina that generates the universe of Seth Lloyd and the correlates in the biological work of Deacon and Tononi?

3.         Computation; in the 1990’s, Brian Smith argued that it was impossible to isolate a computational system to allow it perform algorithms and simultaneously to align it with the real world on which it was operating. In order to achieve “Computation in the wild”, he argued, it was necessary to identify computational systems as pure intentionality in the Brentano sense, precisely the position that the Chinese room thought-experiment rejects.  Can we rescue the concept in a way that does justice to all its manifestations from the quantum and classical Fourier transforms to using a spreadsheet?

4.         The psychological/intentional realm; Advaita Vedanta was brought into the West partly, if not largely, by George Harrison’s invocation of a transcendent reality “within you, without you.” Contrariwise, Gurdjieff’s fragment of a system, as expounded by Ouspensky, is full of clunky mechanical metaphors for the human psyche, the amoeba and indeed the Absolute. Can we do better than this in the face of the spectacular and burgeoning success of 21st century AI and robotics, and the dismal failure of psychology?

5          Science’s dark period: ”Dark energy” and “dark matter” are too well-known to be rehearsed here, and  are suggestive of a stage of crisis in science, but are mirrored in other areas. Examples are the fact that the “dark energy”/default network of the brain is currently suggested as absorbing metabolic process even when no cognition is taking place; linear models of the neuron are clearly too simple; the “dark nucleotides” result in non-coding rmas that actually code by any computing definition; and so on.

6.      Quantum mind;  Internal FOM private discussion has benefitted from the input of the great Henry Stapp. Publicly, Henry has recently stated that the Orch OR model would generate creatures that would become conscious with no memory and thus no cognition. Yet he considers the Gödel incompleteness argument sound, with the proviso that its is the unfolding of the cosmos that is implicated in humans’ ability to “see” the truth of the Gödel sentence. This is of course compatible with the pre-Hameroff Penrose, and may be the start of a fusion of computationalist cognitive science and physics in a suitably extended notion of observer status. That in turn through the frames of reference argument in SR would give us a route into a treatment of selfhood compatible with science. Can we follow the path blazed by this physicist and mathematician to a formal theory?

7.      Consciousness; there is a remarkable consensus that this has not yet been solved. Yet, in the rush to “solve’ the “hard problem’ with gazebos like Terahertx oscillations and a word salad of half-understood biology, many useful concepts have been lost and we welcome papers on them.  Examples are; the Locke/Leibniz debate on the relation between subjective state and neural event; Levine’s explanatory gap; Block’s a- and  p -;  Marxist class consciousness and its relation to emanationist systems; neural synchrony; Pribram’s Gabor transform; Global workspace theories; Crick’s comment that he came into the area 20 years too early for the neuroscience and his resulting idée fixee about a neural correlate in a specific location.

8.      Neuroscience; as predicted in FOM, the Markram/EC project has become a debacle. What are the technical and organizational desiderata to prevent a recurrence in the USA?

9.      Activism; In what increasingly looks like a fragile pause in hostilities, the neoconservative “shock doctrine” has given way to a neoliberalism that exploits distracters like gender or an African-American president. How long can this last in an era which has seen major terrorist attacks in the EU?

10.      The academy; we tend to forget that the academy is meant to produce truths to be acted on. Instead, just as the state rescued an extreme version of financialized capitalism post-2008, neglecting to pursue thousands of criminals, so the academy sees its role as providing drones for an ever more economized life. At the elite level, may post-docs find themselves 30, $100k + in debt, and with career prospects the same as if they had never gone to elementary school, let alone college. How long can this last in an are where all necessary research and educational resources are free on the web, and it is clear to the lab drones that most PI’s are hopelessly out of date?

11.       Science set free; famously, Rupert Sheldrake has invoked “morphic fields” to explain everything from crystallization to biological morphology. Can this be extended to  the human level to explain simultaneous discovery like non-Euclidean geometry in Lobachevski, Bolyai and  Gauss as well as the more famous Newton/Leibniz bother? What entities might carry these “Nuons” and what are the implications for ESP and indeed all conversation?

ABOUT FOUNDATIONS OF MIND

We study Science as if Being mattered. Speakers at the “Mind” conferences in the past, initially run in Ireland and England  in the 1990’s,  have included two of America’s greatest neuroscientists, Walter Freeman and  the late Karl Pribram, who reject simplistic neural models for a dynamical systems approach to the brain. Incidentally, we produced the only software implementation of Pribram’s work. Quantum mechanics was graced by Henry Stapp, an ex-colleague both of Heisenberg and Pauli, who has proposed not only an intellectually defensible dualism, but a view in which individual mental acts can be viewed as instances of the self-expression of universal mind.

At this point, we have verged on the spiritual; and fortunately we have not only had the honor of hosting Fr. Robert Spitzer of EWTN, but the philosopher and author Jacob Needleman. Our scientific bar has been raised by the presence of several associates of the late, great Pat Suppes of Stanford. In 2014-15 we verged into biology, and were assisted by Terry Deacon, Fritjof Capra  and Stuart Kauffman in this endeavour. Our next conference will be our 7th and we will continue our emphases on human freedom, the notion that mind must be viewed in the context of a transcendent reality, and the necessity of attending to ontological divisions in nature even to do computation. In short, we promote a salutary reparse of nature, one that does not make any assumptions outside best practice in science.

The bionoetics manifesto




Aside from massive student debt and risible employment prospects for Ph D’s, the early 21st Century University has other profound problems. The disciplinary structure is a mess of different geological strata, excluding the 21st century and its urgent need for focused departments dealing with hitherto “interdisciplinary” subjects like Cognitive Science. 
In the age of the ubiquitous smartphone, students are asked to perform an acting job in pretending that their professors are more competent than those available through a single click on a browser. In the age of readily available neatly archived knowledge , a mafioso level scam is implemented with “anonymous” review , cartels of professors introducing their students to the fleshpots of the conference circuit , and interlocking boards of capi – sorry, journal editors. Of course, this feeds into the “tenure “ scam, where a historical deal between the state and scholar to secure academic freedom for the latter is now a dead letter.
The solutions are blindingly simple. All basic courses are now available for minimum charge of the web. Academic articles can transparently be posted for equally transparent peer review and appropriately edited by the original writer. , who might alternatively agree to disagree or ignore. Cui bono the present system? The corporation-dominated university and immensely profitable journals to start with. 
Yet there is a darker agenda at work. The demonic social forces unleashed by the attempted neoconservative coup of 2000-2008 have been transmuted into a paralysis of political will. It suits purveyors of neoliberalism that students of political science can be indoctrinated to look away from the Wiki leaks revelations of how diplomacy actually works. It suits them also that psychology students are not taught the elements of objective math models of reality and the real political order. 
All this can easily be changed, and this is but a short foray into the area .Apart from the crisis in replicability of results and consequent retraction of papers that characterizes 21st century science, there are vast swathes of potential  knowledge  that remain unexplored as a result of the idiot savant microfocus of current science. “Dark energy” and “dark matter” are too well-known to be rehearsed here, are suggestive of a stage of crisis in science, but are mirrored in other areas. Examples are the fact that the “dark energy”/default network of the brain is currently suggested as absorbing metabolic process even when no cognition is taking place; linear models of the neuron are clearly too simple; the “dark nucleotides” result in non-coding rmas that actually code by any computing definition; and so on.
 The recent accidental (sorry, “serendipitous”) discovery of CRISPR mechanisms now means that gene-editing is at the stage that Monsanto assured us a generation ago they had achieved. This opens a Pandora’s box of speculation about corporate influence on science, already accepted in medicine to the extreme that corporations have gotten so concerned about academics whoring themselves that they have started to do their own replication studies.
. Contemptible as such influence is, the problem is deeper still. It is clear, after the bail-outs post-2008, that the  number one value in our society is the right of quants to fiddle with numbers and, by financializing the economy, introduce what has become a neo-feudal system. The state pays for this economized status quo  - using taxpayers’ money against them – and then requires that the universities produce graduates to work in this Procrustean Uber/taskrabbit dystopia in the name of “competitiveness” in a market that has been carefully jury-rigged.
The result is that talented  artists are being removed from the gene line as it becomes too expensive for them  even to afford the white picket fence, let alone the house. It should be the duty of universities to ensure that humanities and arts graduates assert the transcendence of the realities to which great art points, be that transcendence achieved through language (like Mallarme) or conceived of as contact with an objective reality (like Beethoven). Nothing of the sort happens; indeed.  this writer has sat at seminars with classical music students forced to endure disquisitions about Beyonce videos. If it is all about feelings – as distinct, say, from exploring the stack depth in Beethoven’s recursive motif in the fifth -  why bother with reality and value judgement?
Similarly, the social sciences feature instruction in Atheism 101 (using the Dover trial as a straw man) and – more subtly – an injunction to the students to regard political facts only insofar as they are relative to psychology. Famously, the Kerry 2004 campaign was ill-advised along these lines. Of course, you may not be interested in politics, but politics is interested in you, and such  weak epistemological fences  are easily breached later in life.
So what can be done? It is clear that we cannot proceed further without looking at the goals of the larger society, which should include human beings living healthily in safe communities and free to explore their relation with a reality conceived of as wonderful. Tertiary education is a critical part of this, and has become subverted. So we can insist on total transparency in all research and pedagogy as a first step. We do not have to resort to new age woo-woo whose only virtue is a radical assertion of the reality of subjectivity; the current structure of the academy leaves unexplored  many fertile areas of research on things meaningful to people. We can in fact build a structure of research and teaching built on a set of ineluctable  propositions about humanity’s relation to reality that cannot, even in principle, ever contradict best practice in science
One is to insist – the central Bionoetics propositions -  that we humans are a process in which the universe has come to know itself, and that math exemplifies this. Before the acceleration of mathematical knowledge in the renaissance, we built sophisticated societies based on co-operation through language; since then there has been a vast acceleration Mathematics is neither more nor less than the most elliptical and precise expression of the cosmos knowing itself through us. This is irrefutable (as distinct from true, a slippier concept); the index of access to an objective reality through all the travails of constructivism, psychologism etc is the litmus test of math models working in areas like QM.   Math  contains access to entities historically conceived of as Platonic (cosine, pi, e,….etc) as well as reflections of our cognitive  and social systems.  Indeed, math may be illogical as anyone who struggled with infinities knows; it may work in contexts it shouldn’t with “bad” methods like non-converging infinities and QFT; underlying its success is surely something deeper than “cognitive” operations. 
In the social sciences, students should indeed be taught the techniques of graph traversal that constitute modern literacy. Yet it should be done in a context in which it is made clear to them that in the political sphere they are objects more than subjects, not to believe everything they think as our century has witnessed development of expertise in implanting narratives. In the arts it should be insisted that artists are often consumed by a vision of a reality transcendent to them, and the formal techniques they use (like Beethoven’s stack, and his innovation  of the diminished chord)  should be explicated in properly respectful fashion.
Medicine should indeed focus on health rather than illness and preventive rather than cure or (the other extreme) “prospective medicine, with Prozac being introduced to countries newly told they’re depressed. Biology is in such crisis that it is the poster child for new explanatory schemas in science. Psychology does not yet exist, 150 + years after its initial replicabilty crisis. For the moment, we might  insist on “psychological’ concepts like simultaneity copying their correlates in physics…..
Now, of course, we have to make money. Or do we?  For it is clear that the current model involves burdening students with debt so they will later  be dutiful consumers. If there is a revenue stream, it will be in interdisciplinary degrees with max $1k a year fees and astutely chosen research topics like those mentioned above.  That may never make much money, but presenting it as an alternative is a radical and salutary acy.
However, there is another possibility; introducing the scheme to students of science and the arts  as an entrée into a vast, numinous, transcendent reality unavailable to them in the other colleges they are contemplating. For social scientist aspirants, we might point out that the activism that most of them are drawn to requires intimate knowledge of the forces in our complex society, and being told it is all relative to their minds is useless. For performing artists, we can stress that sophisticated performance is likewise a profoundly  revolutionary political  act and one for which they should demand respect

This session invites interdisciplinary dialogue and exercises addressing the underlying philosophy and logic of quantum physics, and approaches to living in accordance with quantum principles. Questions about the nature of reality require inclusion of quantum physics beyond the historical “shut up and calculate”
approach, which
has provided multiple interpretations of quantum physics without agreement on the philosophical quantum paradigm foundation. Whereas quantum physics challenges scientists to comprehend whether, how, or where a boundary between classical and quantum physics may exist, philosophy promotes critical thinking and clarity about arguments, terminology, and ideas. Scientific philosophy can lead the way toward development of new theoretical approaches and alternate interpretations, while finding conceptual weak points in theories and
arguments.

Experiential approaches to living in accordance with quantum principles provide unique opportunities for appreciating the feeling of levels of consciousness and the dream-like nature of reality. In Vedanta, the body is a synonym for sensations and the mind for thoughts; both are presented to consciousness, the fundamental eternal reality. Yet exercises are also proposed to maintain this insight, which otherwise does not persist.

It is our belief that much grief, and waste of taxpayers' money, could be avoided with an appropriate re-parse of nature that acknowledges there are rifts between the quantum and classical physical realities,
and further ontological discontinuities at the biological and intentional thresholds. It is further our belief that the relative failure of the HGP, and imminent debacle of both the Obama and “Blue brain
neuro initiatives, are due to precisely this unwillingness to cater to ontology. Moreover, even incessant crawling of the web has
failed to yield anything other than at best mediocre results in machine translation.

Finally, this tendency manifests itself in the social sciences with psychologism, the reduction of exigent social dynamics to cognitive and other psychological theories of how these forces are processed. This has led on the one hand to the non-engaged intellectual; on the other, to bewildering interpretations of postmodern thinkers geared mainly to giving instructors a free pass.

This session invites papers that address technical issues in science and the arts under this rubric. Consider the question of authentic political engagement. In particular, the latter category of papers may explore the fact that reality is related to consciousness and yet transcends it, As we act, we become aware of being objects in
a social space that yet can be magicked away in a classroom.

that the HGP to its cost –

While a century ago dreams were regarded as revelatory of true psychic dynamics, a later generation took to drugs for that same purpose. A new ethos is stressing invasive methods that essentially involve
consent forms being signed by patients already stressed by imminent surgery.

While the results have been mixed, the fact remains that there already exists an array of tools that can shape experience without the risks of drugs or surgery. This session will investigate these tools, like TMS and EEG, and their results. It will feature discussion of synchronized gamma and whether it indeed is the signature of
consciousness that many claim it is.

A new model on the university is being developed in Europe and Russia; superstar academics are to be flown in as adjunct profs, if only for a few months a year, and tenure is to be excised along the lines
successfully implemented by Thatcher and Major. An executive is to be created that removes power from the academic community to centralize it into fewer and less accountable hands. While this model reached its nadir in Ireland in the aughts, other countries are now emulating
it. This panel attempts to dissect it and propose alternatives.

This is particularly relevant as the 50the anniversary of the free speech movement at Berkeley comes to a close. In keeping with the themes of this conference, Mario Savio was “interested in the
connection between quantum mechanics and free will”

Like his fellow-American Frank Lloyd Wright, Pat Suppes experienced a breathtaking burst of creativity in the ninth decade of his life. While Pat’s earlier work on economics, psychology and the philosophy of science achieved justified world renown, it is the sustained attack on problems of mind and world that occupied his later energies that we will celebrate in this panel.
